[suggestion] artifacts

the game is missing:
1) The artifact affects the energy shield
2) an artifact increasing the limit is  of troops
3) an artifact reduces the cooldown of abilities

and once the artifacts are not very relevant in the online games (it is better to spend money on ships - view players), can I go back to whatever artifacts were common for the team?
